I know everyone is super busy, but I wonder if we might be more effective at combatting the noise nuisance if we get together in person to strategize. Coordinated action one of these weekends might help us gather what we need to convince RPD and City Council that there’s a serious problem here. If anyone is interested, how about I create a Doodle poll for availability?

The sound pattern is really weird for Bowstring. I can hear it clearly (and
obnoxiously) on Timber Drive. But so far when I call police they have come
here and heard it themselves. We are very shorthanded on police -- a larger
problem we might want to address with the City. And maybe when we call
police we also need to call our council rep. For me that's Corey Branch,
District C, 919-996-3050 (corey.branch(a)raleighnc.gov).

Just now getting around to this, but copied below is what I heard back from Jonathon Melton and Emily Lapel last week regarding my email. Lots of elevating, expressing interest, and gathering information.

Thank you for your email to Raleigh City Council. This email is to confirm that it has been shared with all members of Council, the Mayor, and our City Management team. Several members of Council have expressed an interest in this cast, and have met with RPD and our City Attorney’s Office to discuss strategies to address resident concerns regarding Bowstring and other establishments that have received noise complaints from neighbors. I will elevate this email to our RPD leadership team.
From Jonathon Melton:
It’s my understanding the noise isn’t actually coming from Bowstring, and RPD is attempting to locate the source, but I’m copying my policy analyst, Emily to assist in gathering more information and to elevate your concerns.

Yeah, I a couldn’t say what happened related to citations over the weekend.
Only what I had heard in a previous briefing. This is top of mind for the
council. We are working hard to make the best modifications to the noise
ordinance and others that crack down on repeat abusers, within our legal
authority.
It won’t be immediate, but we are working as swiftly as we can.
In the meantime, please keep calling in noise complaints. This creates a
record for us to look at how much RPD resource is allocated to a given
area. That documentation is important to informing our deliberations. I
know it might feel futile in the moment, but It is contributing!

Thank you for your quick response to my email.
I appreciate the effort that Bowstring’s management has made in making
noise dampening improvements to their property, but with respect, the
effort hasn’t been successful in making it so that we cannot hear the music
at 12 times the distance allowable by the noise ordinance. I can still hear
their music inside my home, as I did on Saturday evening, Nov. 16. You
mention that RPD determined Bowstring isn’t responsible, but I understand
from a neighbor that an RPD officer cited Bowstring again last night for a
noise violation.
So, this matter still is unresolved. Please advise on what will finally end
this regular nuisance for us or what you need from us to move in that
direction.

who has made a number of improvements to the outdoor space to dampen the
sound. I believe they are triangulated the days and the specific noise
folks were hearing and were able to determine that it isn’t Bowstring. So
RPD are attempting to determine who is responsible for the sound.

I am unfortunately trying to get a writing job done tonight. The noise from
Bowstring is sure shooting the h--- out of that. Just called non-emergency
and was told they will follow up and call me back.

In light of the most recent posts, I wanted to organize some thoughts about the Bowstring situation.
1. The volume has improved significantly! It’s still loud on some nights and in some locations, but I’ll celebrate partial victories.
2. It’s still too loud if it’s reaching anywhere in our neighborhood. I heard it loud and clear walking home the other night along Plainview (and earlier in the evening on Tonsler), but not at my house. Please keep calling in noise complaints if you hear loud music.
3. You don’t have to be sure it’s coming from Bowstring to report it! Just tell the dispatch person you ‘think’ it’s coming from their location, 1930 Wake Forest Road. It’s the responding officer’s job to verify if it’s Bowstring, Tapyard, a nearby house party, etc. They will go to your location to see if can be heard, then to where you tell them you think it’s coming from.
4. Calls to both the non-emergency number and 911 are being taken into account, according to Officer Morrison. Ask for a call back from the responding officer.
5. Keep the pressure up on City Council. Email them as a group or Corey Branch separately. Ask for a response. Follow up if you don’t hear back!
6. If you can get a video in which the music is clearly audible, email or text that to the person you’re contacting.
7. Here is contact info for the people I’ve been in touch with. Don’t hesitate to bug anyone and everyone! That’s the only way to keep making progress.

I got a call from officer Fitzwater today. He called me to take my statement. If he called you today you should call him back so he can take yours as well. He mentioned this issue has gotten the attention of some higher ups in city government, so it sounds like we’re making some progress.
