Big thanks to Krista, Lauren and Erin and all the neighbors who turned up
to support. There were 20ish people I believe, I think we made a strong
impression!

Hi, folks.
Tomorrow I am picking up signs that say, "Help! Bowstring's Bands are in
my..." followed by an area where you can write from where in your house you
hear the music. For those of you who are not speaking at the hearing on
Tuesday night, these will give you a chance to communicate
something without having to say anything.
* If you would like a sign to fill out and bring to the hearing, please
reach out to me. PLEASE ALSO WEAR SOMETHING RED SO WE CAN COUNT THE
NEIGHBORS IN ATTENDANCE AND FIND EACH OTHER. *
Lauren, Ashlyn, Julie and I also fliered parts of the neighborhood asking
people to come to the hearing, FYI.
Speakers, Erin will create an email thread for us to coordinate our
messages.

Darn, I'll be traveling that day.
I have called the RPD many, many times over the past year or so, and spoken to many officers who have come to my house on Fenton St. in response. Nearly all of them recognized at once that Bowstring was violating the noise ordnance.
Often I can recognize the songs being played and even some of the officers have said the same.
One time, as soon as the officer got out of his car to talk to me, the volume at Bowstring went way up and the officer heard it, was surprised and even said "I like this song", before stating this was a clear violation of the noise ordnance.
At times when the songs are unrecognizable, there frequently remains a constant drone inside our house from Bowstring.
It's been frustrating and I appreciate all who have also voiced their concern.

Some strategic thoughts on the noise fight: A friend of mine, as a member of her Condo Board, succesfully battled City Council on an issue awhile back. When they addressed City Council, they were very organized in their approach. Because only limited time is allocated per person, they divided the major aspects of the issue among the speakers so that the presentation was altogether complete and non-repetitious. They practiced their timing as well. They worked as a coordinated unit to make a case and were very specific in stating what they needed to happen to solve the issue. (If the new ordinance is not going to solve the issue, say exactly why.)Another strategy that contributed to their success was to involve the press. They prepared a summary of the issue for The N&O and invited them to attend City Council and interview their key speakers. The press loves this stuff. Engage them. I personally don't hear the music because I am nearly deaf, but I know how profoundly it would impact me if I could hear it. It enrages me that this is happening to our neighborhood. Hi, all.
I despise spending my evenings calling in noise complaints about Bowstring
and waiting to speak to cops but wanted to do more of my part (and the
music was inescapable both inside and outside of my house) so I spent two
nights this week texting with Lt. Borneo and Corey Branch and spoke with
three responding officers last night.
The result is that Corey Branch is going to try to set up a meeting with us
and Bowstring's owner. He has also spoken to both the City Manager and City
Atty this week. Lt. Borneo as well as the three responding officers
empathized with the fact that neighbors are getting tired of calling in
complaints and don't want to spend our time this way but that their ability
to respond is increased if they are acting on the complaints of citizens. I
have also been emailing with Maylor Cowell and the person in her office who
is responsible for the research behind the new ordinance that is going to
be proposed in October.
I am going to be gone tonight so* I am looking for a couple of people who
are willing to call in a complaint when you hear them tonight. It would be
best if you asked that they come to your home BEFORE going to Bowstring so
that they know what it sounds like before Bowstring is asked to turn it
down. Take them to wherever you hear it the loudest. Make sure you point
out that you are way further than 300 feet away from the venue. *
*For those of you who have done this before, thank you! For those of you
who have yet to take the time to do this, could you please take a turn
tonight? *
We can slowly educate enough people so that the actual issue will be better
understood by the time the City Council meets in October. Stay tuned for a
plan to go speak to them ahead of that meeting.
