Lt. Borneo wasn’t able to tell me anything about the citations but said he’d look into it.
As for Beer & Banjos, I’m so sad that they’re playing at Bowstring now! We’ve known
some of those musicians for years now and have enjoyed seeing them in various locations
around the city. I don’t think there’s anything nefarious going on with them or Pinecone.
It’s just that Transfer Food Hall bailed on them and they needed another place to play.
What I do suspect, though, is that RPD deliberately slow-walked any warnings (which they
did receive last night) and citations this weekend. Lt. Borneo told me he knew about the
concert beforehand but told Bowstring he hoped there wouldn’t be any noise complaints.
Ofc. Gawande told me last night that she had been told to expect lots of noise complaints.
I think RPD knew the noise would be bad but chose for whatever reason to let it continue.
I don’t want to alienate Lt. Borneo and make him stop responding to me, so I’ve gently
asked around the subject. HOWEVER, if someone else wanted to be direct and point out what
you heard through the grapevine and ask for answers, that might be interesting……
I’ll put what I heard from City Council into another email.
Thank you, neighbors!

Thank you, Lauren, for the update.
I find it interesting that 4 citations “may” have been dismissed! Especially without
notifying our neighborhood, which has been dealing with Bowstring noise issues over a
year.
I also find it interesting that Bowstring features ”Beer and Banjos” every Tuesday
night…which is a PineCone presentation that is…wait for it…sponsored by City of Raleigh.
Sounds a bit fishy…

Officer Gawande last night around 9. She was on site and had just spoken to the general
manager over there. She assured me that our complaints were founded, but she said that the
GM told her that the previous 4 citations had been dismissed!! She did NOT know if this is
true or not. If it is true, they were dismissed because Bowstring showed that they were
taking steps (lame, ineffective sound-proofing) to mitigate the noise. Apparently bars get
a chance to contest the citations, I have never been able to get anyone to clarify the
process around how or by whom they get upheld or dismissed.

around this process from City Council. They need to understand that their noise ordinance
offers no disincentive at all to keep bars from violating it.
