I am going through all my gardening e-mails so I am sorry for the late
response. I have to say that I do not have an educated answer for you. But
based on what you wrote below I'd guess that you'd have to create a barrier
between the raised bed and the original ground. If the conventional flower
bed requires the sides with a barrier I see no reason why a vole wouldn't
also dig up from the ground into your raised flower bed.
