Howdy, When I transplant seedlings they often seem "stuck" but inevitably gain leafy growth in a few weeks. I assume they're growing out-of-sight root systems since being freed from their wee cribs. With transplants' roots being so small and to prevent wasteful run-off, I prefer foliar seaweed spray over watering nutrients directly into the soil to help boost their initial leaf production. Be patient and with all the rain and thunderstorms forecasted for the next few days, I'm sure you'll witness measurable growth soon! By the way, I think it's great to open our community dialogue to topics other than crime or dire depressing news and broaden positive conversations that benefit our neighborhoods' beautification & spirit.
