Anyone know why King Charles is blocked off, between Marlborough and Brighton? There's a fire truck and police car as well as the big equipment that is being used for creek debris clean-up. Dear Neighbors,
I have some bad news to report on the dog front. Over the weekend, a
resident of Rumson Road was attacked in his own yard by his neighbor's dog,
which appears to be a pit bull mix. I don't have a lot of details about the
incident, but from talking to neighbors my understanding is that the victim
(an adult male) was attacked when the dog broke through a fence. The man
was reportedly treated at the scene by EMS, and RPD and Animal Control also
responded.
This represents a frightening escalation in what was already a serious
problem with dangerous animals running loose in our neighborhood. Rumson
Road is where a St. Bernard repeatedly broke out of its yard and attacked
five other dogs, injuring at least two of them quite seriously. This is
right around the corner from Millbank Street, where a pit bull that has
repeatedly broken out of its yard broke into our yard last month, tried to
attack my husband and injured one of our dogs.
But I also have some good news: At the last East CAC meeting, I announced
the launch of an effort to examine Raleigh's existing animal ordinances and
to request changes through the citizen petition process. We'll be sending
out a separate announcement about that effort soon, and I encourage
everyone interested to get involved and to spread the word among your
neighbors who might not be on this list or attend CAC meetings.
Also, The News & Observer is working on a story about the dog situation
that's set to run next week. The reporter -- Chelsea Kellner with the North
Raleigh/Midtown section -- invites any residents with a story to share to

This is a large section of road that will be blocked so we will have
plenty of room and still be compliant with all the rules set forth by the
city. Mr Weeks ( our city council rep) is working on getting us "party
tents" from the parks dept. I am currently working on several food vendors
to donate food to keep the cost down for us, but I think we all will have
to contribute to the cookout. I am thinking if each family could make a
dish or dessert we would have plenty of food. If anyone has connections to
food vendors, drinks or anything else we can use please forward the
information to me so I can contact them or feel free to make the
arrangements yourself. If you arrange something please forward the info to
me so they get thank you's later. If a company wants to sponsor us they
can bring a table and set it up for free advertising at the party if they
wish. WRAL Weather Call has committed to be at our party and set up a table
with info. I have a few other business that are thinking about doing the
same. Some of the stuff I have gotten donated......Food Lion (hamburgers
and hot dogs), Little Casezer Pizza, Dunkin Doughnuts, Which Wich, keep in
mind they are small donations but all is appreciated. We need drinks,
Chips, cookies, coolers, grills tables, chairs, party tents or shelters,
plates, cups, condiments, napkins etc. Coke might donate drinks. Anybody
know someone who will provide variety of music? We need grills or someone
with one of those BIG grills and someone who can cook. I will cook if you
all don't mind burnt food :-) .... (The only reason I have a kitchen is
because it came with my house.. heheheheh) Does anyone know someone who
can donate one of those moon walk/bouncing things for the kids?? SO
...... I need help getting the rest of this stuff done and getting
information to the rest of the neighborhood. I hand delivered the last
letter but I don't have time to do that again. Any ideas or volunteers to
get the info out to our neighbors and help getting supplies and food please
let me know.
I have 2 other ideas for the party.......
If someone is a computer guru.... A neighborhood photo phone book. One of
the reasons I wanted this party is to bring our community together and meet
and get to know each other to make our neighborhood a stronger. Not
everyone would want to participate but those who did, we take a pic of them
and make a phone book. What is your take on this ??
With the tornado's to the west of us last week I think the we ALL should
PAY IT FORWARD. We all know what these poor people are going through
and how much their lives are about to change. I think we should all clean
out our clothes closets, food pantry, and collect it at the party. I will
find a organization that will distribute it to the ones in need. Let me
know what you think.

Dear Neighbors,
I am sorry to report that there was another dog attack incident in the
Lockwood neighborhood this week.
My husband was mowing our yard at 2119 Millbank Street on Tuesday while I
was out of town when a pit bull from our neighbor's backyard dog-breeding
operation broke through the wooden privacy fence that serves as his
enclosure and launched himself in attack mode over our four-foot chain link
fence at Mike, who managed to escape by jumping the gate into the driveway.
Our bulldog Chance came tearing out of the house straight toward the pit
bull, whose name is Deebo, grabbed him by the chest, and pinned him to the
ground. The melee that ensued involved Mike beating Deebo over the skull
with a rake handle in hopes of scaring him off, all while screaming for
help and dialing 911. It also involved enough blood to make Mike queasy.
When Raleigh Police and Animal Control arrived, the dog's owner ranted
about what terrible people we are. "Why do you always take their side?" she
shouted at them, referring to the half-dozen or so times we've had to call
the authorities because her dogs escaped from their yard or tried to break
through our back fence or barked and howled outside all night while in
heat, leading to various warnings and citations. Community Police Officer
James Kryskowiak is helping compile the complete record.
Mike is now out of town on business, so I spoke with Animal Control
Supervisor Alford today. He reported that my neighbor was cited for
allowing her dog off the property, and said the investigation into whether
my neighbor's dog should be designated as dangerous continues. As I told
Supervisor Alford, given that the dog attempted to attack my husband on our
property and menaced us previously when it's gotten loose, it is clearly
dangerous and needs to be secured appropriately before someone gets
seriously hurt. Not everyone is capable of leaping over a gate in a single
bound.
At this point, though, Animal Control says they cannot compel the owner to
build a more secure enclosure. My neighbor did have workers there this week
shorting up her wooden privacy fence, but the dog has broken out of this
type of fencing before. It has even ripped through our chain link in places
along our property line, requiring multiple patches.
The good news is that while our dog did require veterinary care for
puncture wounds and cuts on his face, he will be OK. The neighbor did not
offer to pay for the damage she caused, however, so we will be exploring
our legal options. If anyone has any recommendations for a good animal-law
attorney in Raleigh, please pass them along.
In the meantime, please be careful if you are in the area of Millbank
Street and Downing Road. Until this dog is secured with something more than
wooden pickets, we remain at risk.

I found a small dog wandering loose on Marlborough Road this afternoon near
the Euston intersection. It has no collar or tags. If you're missing a dog,
call me and identify the gender, breed and distinguishing characteristics
and I will return the animal to you.

What is the protocol for deeming an animal dangerous in Wake County?
I didn't read the whole ordinance nor attend the recent meeting, so I'm not exactly sure.
In section 2-3-12, page 9 of the Animal Control Ordinance, the term "potentially dangerous" is used along with the designation "dangerous" dog, but I'm no lawyer.
Also in the same section, the animal control officer "is empowered to confiscate" even a "potentially dangerous dog" pending construction of a "secure enclosure" within 30 days.
