families who live down at that end of Barksdale to have party guests park
down at the Greenway parking, since it's not used by others at night?

No Parking signs are still needed. The fact of the matter is traffic
congestion happens whenever anyone is free to park their vehicle on this
block: lawn crews, UPS, abandoned cars, Greenway lazies, etc. That is the
main concern being lost down-thread in this discussion. This is a zoning and
safety issue for our neighborhood's main intersection.
As previously mentioned, the 600 block's traffic scenario is similar to a
restricted parking zone just around the corner where a pair of No Parking
signs already crown the top of Rumson Road: CAT bus stop, steep hill, near
an intersection with an abrupt cul-de-sac turn required for all oncoming
traffic. Why the City placed the signs on Rumson and not on Barksdale near
busy Raleigh Blvd. is still a Lock-Woodcrest mystery to me. Perhaps there
once was a sign but it is now missing, just like the Barksdale bus

a truck crashed there?
Now I will confess that my husband, Travis (a Klausies/Big Boss regular ;)
and I have enjoyed their deliciously illegal ribs, bbq chicken and fixins.
We support good food that is within walking/biking distance from us, but
they haven't catered this summer as Jim noted.
That being said, they were also invited to join the new Lockwood community
watch late last summer. The parking situation was one of the first concerns
raised last year as well. Despite the complaints, apparently no one blew the
whistle hard enough... I've seen RPD on several occasions policing the
street parking violations, but tattling simply hasn't resolved the perennial
problem, improve the public's safety in the longrun and the cars continue to
line Barksdale even with years of warnings and tickets.
When I read Mark's suggestion to report via SeeClickFix, I had no idea that
the City was using that website to address zoning requests. Finally a
possible fix for this nagging issue! Supported by the 30+ residents who
have voted <http://www.seeclickfix.com/issues/118837>, a No Parking zone
is desperately needed and would hopefully curb the pile-up.
Ultimately, stationary vehicles crammed between two heavily traveled
intersections along a short and narrow road must to be restricted in order
to relieve Barksdale's bottleneck. Logan's eyewitness account of the
bus-blockage onto Raleigh Blvd. Thursday night demonstrates the hazards of
this treacherous, yet preventable gridlock. Street parking also makes
passage for emergency vehicles difficult to access our neighborhood.
Given the fact that there are two intersections where parking is not
allowed within 25 feet of one, so 50 for two nor within 5 feet of a driveway
and there are three, pretty much makes this small block of Barksdale
'unparkable' by law and a strong candidate for the signs anyways…
I hope this helps the folks who do not commute daily through our community
understand the root of this concern and why the City needs to finally
identify and properly address our complaint. The issue is trying to squeeze
CAT buses, Powell ES and local traffic from Raleigh Blvd. thru an older
neighborhood with small residential streets. Unfortunately, this block is a
busy pedestrian/bicycle route leading to the Greenway and also without a
sidewalk. But that fix is another matter!

I couldn't agree with you more. That is, in fact, the neighborly thing to
do (that's the way I grew up). It also defines "community". Some people are
so quick to "blow the whistle" on infractions without ever attempting to
speak with or contacting their neighbor(s). Those same people may be
pleasantly surprised that with communication they could have results much
quicker than waiting for the City to address it. Just a thought........

However, it maybe a while before anything can be done or ahead of the
first day of
school when traffic will greatly increase on 8/25. Here's the
latest comment from the City:
Unfortunately that is unlikely to happen, as all no-parking zones in the
City have
to be created by ordinance approved by the City Council. The staff
generally does an evaluation first and then places a recommendation on the
Council agenda. The Council only meets once in August, so their next meeting
will be on September 6. Once the Council passes the ordinance the signs need
to be fabricated and a crew sent out to install them. I will pass on to the
Public Works staff your desire to have this issue addressed as soon as
possible. We will see what we can do.
