May I have a word?
A few months ago my neighbor's dog "confronted" my 7yr old grandson while riding his bicycle in front of my house, luckily his dad was with him. Animal control was called and the neighbor scoffed at him so much, that he called a RPD Officer to assist him.
The dog now is being let loose after dark, presumably to "do his business". He has barked at me (in MY yard) when I have come in after dark, and on more than one occasion, my granddaughter has called me from her car, for me to "watch" her get into the house because she sees the dog on the loose. Animal control does not work in the evening and I am sure the owner knows this!
I know I am not the only person on my block frustrated by this situation! There is much talk, but no solution!
I repeat: An out-of-control dog, is usually owned by an irresponsible owner! Thank you for listening!

What it will take (I believe) is a city council resolution granting them the authority to do so.
That somehow makes me very uncomfortable despite the fact that that my shepherds are mean only to our awful awful extremely dangerous mailman.
Animal Control cannot compel the owner to build a more secure enclosure? WHY NOT?????????? What will it take?
