The following items will be discussed in the order in which they appear on this agenda, unless otherwise determined by the Chairman.
TC-11-09 Soil and Sedimentation Control. A text change to strengthen the existing City's Erosion and Sediment Control Regulations. These changes would govern land disturbing permits issued by the city and were recommended by both the City Stormwater Management Advisory Commission and the City Council's Comprehensive Planning Committee.
TC-14-09 Stormwater Replacement Funds. Based on changes at the State legislature level, the city now may assess property owners for private stormwater devices. This change would allow the city to assess property owners for the replacement of private stormwater devices shared by multiple lots.
Pending Items not Scheduled for Discussion:
TC-5-09 Parkway Corridor Overlay District. A proposal to amend the Zoning Code to create a new overlay district as recommended by the 2030 Comprehensive Plan. This overlay district proposes minimum street yard buffers, understory tree plantings and fence/wall regulations for portions of property adjacent to designated Parkway Corridor thoroughfares. Adoption of these overlay district regulations will only become applicable if an overlay district zoning petition is subsequently filed and approved by the City Council.

Police Dolan is interested in meeting with the RCAC members or CAC designee to provide a departmental update before the first of the year. There are several things on the horizon with the 5 year strategic plan, realignment, etc. Chief Dolan would like to brief the RCAC on these initiatives before it goes public in early 2010.
He is suggesting a meeting on Saturday, December 19 at 1:00 p.m. The meeting location is TBA.
I will need a reply by end of business on this Friday as to if you will be able to attend. The response of the group will dictate if the meeting will occur or not. I will tabulate the responses and notify the group of the decision. Thanks.

I agree. There are concerns in my CAC about the changes, but I have a
prior commitment that takes me out of town that day and cannot attend a
December 19 meeting. Perhaps someone from SWCAC could attend in my place, but we
CAC chairs need to know all about these changes so we can better field
questions that arise in our CAC meetings.

Studying Problems with Homeowners Associations
I am pleased to have been appointed by Speaker Joe Hackney to serve on a
newly formed committee, The House Select Committee on Homeowners
Associations. This appointment will allow me to serve both the House of
Representatives and the people of my district, including the many citizens
who have already contacted me about issues related to homeowners
associations.
The House Select Committee on Homeowners Associations was created this year
to increase the protection provided by homeowners associations and to
increase resident participation and in the groups. Particular areas of
study include assessments, fees and requiring associations to maintain
detailed records that are accessible to all members. I will also be
working to identify and curb any abuses in the current system. If you are a
homeowners' association member, please contact us with any concerns you
might that we can share these with the study commission.

Hi folks,
Per our discussion at the November RCAC meeting, I'm writing to follow
up about our participation in the Unified Development Ordinance
advisory group. This group will be made up of different types of
stakeholders in the development process, and will give input on the
re-working of the city's zoning codes.
There are three seats available for CAC leaders. So far Paul Brant,
Phil Poe and Mark Turner have expressed an interest in participating.
We need to confirm our representatives and then I'll send a message to
Planning and Council to let them know who will be representing us.
Paul, Phil and Mark - can you confirm that you are willing to
participate on behalf of the RCAC? Is anyone else interested in
participating? It's up to us to agree on who we want to act as our
representatives, and anyone can step up. You don't need to be an
expert, either--the city will be providing in-depth training to the
advisory group members so that everyone will be on the same page.
If you're already expressed an interest in representing the RCAC in
this group, please confirm. If you're newly interested, please let me
know by responding to this e-mail. As soon as we've confirmed our
picks, I'll notify the appropriate folks in city government.
