Christine Darges, the City's project leader for the rewrite of the City's
development code, released the Diagnostic and Approach DRAFT this afternoon.
You can download the report using the link located at the end of her e-mail
below. A link to the DRAFT should be available on the City's website soon.
Her e-mail also includes a list of upcoming events you may want to include
in your calendar.

Members of the UDO Advisory Group and Planning Commission,
As you know, there is a joint meeting of the Unified Development Ordinance
Advisory Group and the Planning Commission scheduled for February 3rd from
3-5pm in the Urban Design Center. The meeting will be coordinated by the
project consultant, Code Studio. This is the second in a series of seven
meetings that the Advisory Group will hold, where the Planning Commission
members, as primary advisors to the City Council, are invited to attend.
The advisory group held their first meeting as an orientation session
earlier this week with staff. More meetings may be added if needed.
Following the joint session, will be a public educational workshop on form
based codes, also presented by Code Studio, from 6:30-8:30 in the City
Council chambers.
For your February 3rd meeting, the consultant will be presenting an overview
of the recently prepared draft of the Diagnostic and Approach Report, a
major project milestone. If you refer to the link below in the message from
the consultant, you can download the draft for your review in advance of the
meeting. If you have a preference for a printed version in advance of the
meeting, please let me know and we can provide one for you. The draft
document will be released to the public for review and comment on February
1, 2010 and extending through March 3rd, 2010 through our City's website.
The Advisory Group attended an orientation this week with City staff where
their roles and responsibilities were discussed as well as the project scope
and background. Attached is some information about the project.

Hey folks,
I noticed on a walk around my neighborhood yesterday that some homes and
businesses are missing their water meters. At least one home in the 1200
block of Brookside was missing its meter yesterday afternoon, the one at
the vacant daycare at 808 Edmund Street is missing, and six are missing
from the vacant Shoppes at Brookside at 1000 Brookside Drive.
With the exception of the Shoppes meters, it appears these meters were
removed in haste. All covers were left open and wires were ripped out in
two cases. For this reason I believe this wasn't approved work (the city
attorney tends to frown on situations that might create broken ankles).
If you see anyone working around water meters, especially around vacant
businesses, please call the Public Utilities department at 829-1930 and
ask if it is a legitimate service call.

The first item on the agenda is Z-3-10/Battle Bridge Road, then the text
changes. I would guess that the text changes discussion would begin by 6:50
unless there is much opposition to Z-3-10.
Along with prohibited conditions in TC-2-10, I have major concerns that the
neighborhood meeting does not specify that the CAC chair, or his/her
representative, attend the neighborhood meeting. If the neighbors have had no
dealings with rezoning cases prior to the neighborhood meeting, they might
be taken in by promises that cannot or will not be kept - not always, but we
do know that sometimes happens.
I think it will take more than my comments tonight to get TC-2-10 sent to
the Planning Commission. It is my understanding that tonight the Council
and PC are likely to vote to approve TC-1-10 immediately and possibly
TC-2-10, too. If TC-2-10 is approved tonight, citizens will be stuck with the
expanded list of prohibited zoning conditions. If that happens citizens will
have very, very little say so in future rezonings.
