[RCAC] draft RCAC guide with updates

Thanks to all of you who provided comments on the first draft of the RCAC guide. I've attached an updated draft with a section on the planning committee organization from Elizabeth Byrd and a paragraph on NCSU's volunteer day, plus some minor corrections. Please look through your email before the retreat see what lists you subscribe to that would be helpful to other CAC leaders. For example, how does one find out in advance about major and long-term street closures? Looking forward to seeing you Saturday!
