Folks,
The
Purpose and Goals of the RCAC and CACs by-laws (see below) may help
everyone understand your charge to the Community. Many past wise and dedicated leaders
(way before my tenure) worked to create the goals and guidelines of RCAC &
CACs, so before you start changing the by-laws of the RCAC, please read them
carefully and understand the studied wisdom of our founders.
And
a personal thanks to the members of the RCAC that voted on a Resolution to
Support Creating Dix Park and sent that Resolution to City Council several
years back. Your voice and the voices of your citizens in your CACs were heard
and have given NC (and Raleigh) the opportunity of a life time! I am sure
that our City Council past and present value your carefully considered advice. Please
keep that legacy of involvement alive and well for our City.

RALEIGH CITIZENS ADVISORY COUNCIL
Article I – Purpose, Goals, and Organization
Section
1. Purpose
The
purpose of the Raleigh Citizens Advisory Council (RCAC) is to promote citizen
participation
in City government; disseminate information to communities and solicit
views
from community members; advise the Raleigh City Council on matters affecting
the
well-being of the citizens of the City of Raleigh jurisdictional area; and
assist in
development,
evaluation, and implementation of solutions to issues that confront the
citizens
and the City Council. Consistent with this purpose, the RCAC may
communicate
its views on relevant matters to the City Council and other governing
boards,
agencies, institutions and officials.
Section
2. Goals
The
goals of the RCAC are to:
A.
Provide a forum for discussion of City programs, plans and concerns and to
supply
feedback to the City Council, City administration and associated bodies;
B.
Improve the neighborhoods of Raleigh by specific and individual programs; and
C.
Identify facts relating to the interests of the general public on sensitive
issues and
present these facts
to decision-making bodies.

Will and all other RCAC chairs,
When I was a part of RCAC (over 30 years), we did take positions
on such matters and we considered them important citizen involvement
actions! The times when we did not, there was regret on the part of
most members because we did not stand together for each other's CAC
issues. Letting the Council know what our communities thought was
important then and now.

I am not comfortable with this or any similar resolution. I don't think it's a good idea for the entire RCAC to take a position on this or any similar issue. Our job is to promote citizen involvement, not to act as a shadow City Council. If I am elected as RCAC Chair, I will lead us back to our role getting citizens involved, not speaking for them. We are not a legislature.
