I agree with Elizabeth. When I was chair of the RCAC, Elizabeth served as
the liaison between the RCAC and the Planning Department. She worked hard to
establish a more collaborative relationship between CAC leaders and the
Planning Department. The need for more timely information and expertise was
considered a very high priority.
Carter and I talked briefly about his new role yesterday. He will be
alerting me about planning cases / issues that affect my CAC and serve as a
planning technical advisor. We expect to get together regularly to talk
about stuff. I see Carter as an important resource as the City goes through
the rewrite of the development code.
Linda, I know you are new to your position and don't know the history that
preceded this decision. I do impose time limits on the RPD and Parks & Rec.
I personally don't believe I will have Carter give a report at every
meeting, but I do want him available at meetings to answer question and
ensure the authenticity of information communicated during the review of
planning cases. I also expect having Carter involved will save me time. I
won't have to spend so much time chasing after information. It might be
beneficial to have these support staff introduce each [;anning case, just
like they do at PC meetings. Call if I can be of assistance.

Having a planner at CAC meetings is a result of CAC discussions and requests
from a few years ago. (given that the comp. plan is done and the amount of
staff time needed to complete is over, they are now able to honor our
request)
It was discussed that there is a link missing between the planning
department and the CACs, as CAC chairs are not 'trained' on planning issues
and are not always made aware of important issues that could impact our
areas until it's too late.
Now it could meant that a particular agenda might not warrant a planner
being present, but in many instances discussions eventually work their way
around to some sort of planning/land use question or concern.
The Planning Department has worked hard to make this happen. I think it
might be helpful to find out what direction they have been given regarding
their attendance and participation.

You raise a valid concern. At East, we may choose to ask our planner
to attend our zoning committee meeting rather than the full CAC, as
his expertise would definitely be useful there.
I suppose its up to the individual CAC chairs and the planners as to
how they can best work together.
