Will, I don't disagree with your assessment. We may need to consider a
special meeting as a follow-up to the regular meeting.

Phil may be underestimating the time the UDO will take in Wednesday's
meeting; we will plan to devote as much time as it takes, even if more than
half.
Here is the original timeline for comparison to what we learn on Wednesday
night:

Subject: [RCAC] January 19th RCAC meeting; the UDO agenda item.
At Wednesday's RCAC meeting, about half the meeting will be dedicated to an
update and discussion about the Unified Development Ordinance (UDO).
Representatives from the City of Raleigh Planning Department and Code
Studio, the lead consultant responsible for writing the new development
regulations, will be at the meeting. It will be an important meeting, since
it represents a starting point for our and the public's involvement in the
review process.
Approximately 4 years ago, the City of Raleigh launched a major initiative
to update the City's comprehensive plan and development regulations. During
the fall of 2009, the City Council approved the 2030 Comprehensive Plan, a
document that provides a vision and policies for future growth and
development in Raleigh. Work then began on the updating of the City's new
development regulations, the actual laws that will guide future development.
This document has been labeled the Unified Development Ordinance.
The schedule below shows the slippage in the schedule. The original goal of
the City Council was to complete the UDO before the 2011 elections. There
have always been questions about the City's ability to complete this project
within the projected timeline. Code studio has never produced a UDO for
another municipality within the timeframe requested by the City of Raleigh.

Please come to the meeting prepared to talk about the latest timeline and
ideas that will help us engage a large number of citizens in the review
process. As Lee Einsweiler, a principal of Code Studio, has stated on many
occasions, having "the right rules in the right places" will eliminate many
of the frustrations we experience under the current regulations. We can't
afford to compromise the quality of this work just to complete the project
on time.
