Very sad sight and unfortunately this poor animal is still there. I've called the police since I believe it is on state property, hopefully if it is wearing a collar the owner will be notified. They already had an existing report open so I'm not the first to call. It is a darker german shepherd with a lot of black in his coat. I'm wondering if he is the one that lives over on Bertie who I've seen loose before.
