Workshop: Principles for CAC Redistricting

Part 1) Review the proposal laid out by Dwayne at the January meeting--is
everyone in agreement with the process?
Part 2) What do chairs feel should be the guiding principles, if any, for
the creation of new districts and the changing of boundaries for the
existing districts? What factors do chairs feel need to be considered, and
in what way? Examples mentioned so far include:
- other existing districts like fire, police, etc.
- how to define natural boundaries
- demographic diversity
- neighborhood unification
***Note: It's especially important that representatives from Umstead, North
and Northeast be present to give feedback at this discussion, since their
CACs will be affected by this process first.

CAC Chairs,
At the last RCAC meeting on Jan 20th, 2010 I was asked to coordinate our input to the Text Changes TC-1-10 and TC-2-10. Before I realized it the Planning Commission separated TC-1-10 and approved it by a split 7-4 decision with some adjustments. Council has shifted this TC to the Comprehensive Planning Committee of Council which will review the TC at their Wednesday, Feb 10, 2010 meeting according to the attachment. If you have any concerns or issues please send me an email so I can ensure all CACs are represented. Of course if you plan to be their you can speak to your own concerns but still send them to me so we have a collected CAC list of concerns. I would urge you to view the Planning Commission RTN Video to see the discussion on TC-1-10 if you were unable to attend that review.

The first NCOD Petition TC-3-09 utilizing the new expedited process was denied by City Council at today's meeting. There is a long history of meeting minutes concerning this case that never was allowed to proceed beyond the text change application stage.
Basically the text change stage was handled like the rezoning Phase where expectations were that a super majority (undefined) had to be in favor not just the majority noted in the NCOD ordinance.No lots are allowed in the Low Density Residential (LDR) Land Use category exceeding 20,000 square feet (R-2), and only publically maintained roads with curb, gutter and sidewalk will be considered Comp Plan compliant.
There is some effort by Planning staff to limit NCOD regulations from deviating, even moderately from the underlying district and that as built standards must be reflected on 75% of the lots included in the NCOD and must have a dwelling unit present to be included in the analysis. Currently there is no definition in the NCOD code as to what constitutes a developed lot. Some developer opponents are suggesting that if the property is not built out to the underlying zone that it is not fully developed and should be eliminated from the designated NCOD area. Also they are suggesting total land area should be considered when establishing a majority in favor giving more credence to the largest lot owners even if they are not residents of the area. Watch out for tear downs. These are but a few items that came up for discussion in this initial case. The hurdle is still pretty high to get an NCOD through this process and I suspect in future will be even more difficult.

As a representative for the CACs and neighborhoods on the UDO Advisory
Group, I need your help analyzing the work of the consultants and drafting
comments for the neighborhoods. To facilitate this effort, I have created a
website to help us work together online.
To become a collaborator, you need to go to the website (
http://fivepointscac.org/newraleighcode/ ) and register. Once registered
and logged in, click on the "UDO Workspace" tab and read the introductory
information under "Home Page." After completing this step, browse around and
click links, including the links in the left sidebar' to become familiar
with the workspace.
To help us get started, I have created two major sections: "Diagnostic &
Approach Draft" and "Neighborhood Concerns & Suggestions." Under "Diagnostic
& Approach Draft," I have listed all the sections in the report. To add your
comments under any section, c lick on the "Add child page."
In the horizontal menu , there are two other tabs that contain important
information:
"Recent Changes" summarizes all the recent changes in the workspace.
"Calendar" includes a calendar for upcoming events.
If you need help, click on the "HELP!" link in the workspace and create a
page describing your problem. I will reply as quickly as possible. Also, if
you detect a problem with the website, report it in this section. This site
was built very quickly. I will continue to test and tweak the site over the
next several days.
Good luck and don't be hesitant to become a member of the team. It's very
easy to revise and rearrange content. Your input is really important.
