When I was a part of RCAC (over 30 years), we did take positions on such
matters and we considered them important citizen involvement actions! The
times when we did not, there was regret on the part of most members because
we did not stand together for each other's CAC issues. Letting the Council
know what our communities thought was important then and now.

Mary Belle,
Thank you for speaking to this. I know you are right that the RCAC has
occasionally done so. My point, though, is that doesn't make it right.
It has never been made clear what our limits are. I remain troubled that
CAC Chairs might pretend to speak for every one of their CAC members on such
issues, when in fact they do not. We are not a representative legislative
body or, as I said last night, a shadow City Council. It is dangerous to
assert the power of our collective voice as if we speak for the entire
city's population when in fact we do not.
The RCAC's role has traditionally been to encourage civic involvement and
educate citizens regarding issues of importance that they need to be aware
of. That role faces the citizens of Raleigh on behalf of the City Council.
The RCAC's role is not to face the City Council on behalf of the citizens;
that is the role of individual CACs if they choose to do so.
In 2013 I will ask the City Manager and the City Council to clarify the
boundaries and roles of the RCAC.

New subject: Role of the RCAC
Raleigh CAC:
I think the health of our democracy actually depends on citizens
actively asserting influence, while recognizing there are other voices
and priorities in the city. I've watched some meetings on TV, and have
been meaning to say for some time I do not see it as the role of the
RCAC to expend a lot of time, energy and other resources coming up with
ways to limit its own influence. I will respectfully disagree with Will
on this since we agree on so many other things.
If and when the City Council perceives the RCAC is overstepping its
authority, or needs to defer to other constituencies, then they are the
ones who can appropriately limit that authority in certain cases. And
the citizens can also vote them out if the RCAC is disallowed any
authority and is treated as a type of self-help therapy group.
Thanks to all of you who tirelessly keep focusing on the issues and push
past constant distractions about process.

everyone understand your charge to the Community. Many past wise and
dedicated leaders (way before my tenure) worked to create the goals and
guidelines of RCAC & CACs, so before you start changing the by-laws of the
RCAC, please read them carefully and understand the studied wisdom of our
founders.
And a personal thanks to the members of the RCAC that voted on a Resolution
to Support Creating Dix Park and sent that Resolution to City Council
several years back. Your voice and the voices of your citizens in your CACs
were heard and have given NC (and Raleigh) the opportunity of a life time!
I am sure that our City Council past and present value your carefully
considered advice. Please keep that legacy of involvement alive and well for
our City.

New subject: Resolution re opt-in option for backyard cottages
Thanks to Bill for providing context. This is why I joined the CAC and RCAC
in the first place. I strongly agree with Bill, Mary Bell, Christopher, and
Stephen. The RCAC is meant to provide two-way communication between the
City and the citizens. I love the motto of the Five Points CAC, "Be
informed! Be heard!"
By doing this, we also accomplish Will's goal of getting people involved.
People may leave the comfort of their living rooms to come consider,
discuss, and possibly improve the path that the City is taking. Our most
well-attended and interesting meetings this year at the Glenwood CAC
involved hotly debated topics, from the UDO to specific zoning issues.
For over a year, Phil Poe has been asking the CAC leaders to review the
UDO, find a topic that interested them, and provide input as needed. That's
what I've done with the backyard cottages and am glad that Patrick is doing
with the approval process. I'd like to see more active involvement along
these lines, not less.

To the CAC Chairs:
I agree with Ms. Pate (she was one of my teachers at Millbrook High School
back in the day). As informed citizens, If we don't take stands on
important issues of the day, what in the heck is the point of having CACs?
Why not just abolish the whole program and defer to the Planning Commission
(BRE?) regarding development? Why expend all the time and energy and just
cave to the money interests?
