Seasonal Leaf Collection Begins Sept. 30
The City of Raleigh Loose Leaf Curbside Collection for 2012-2013 will begin Sept. 30.
Raleigh’s continued growth has necessitated significant changes in the leaf collection program. The City of Raleigh is offering residents several opportunities to have their loose leaves collected and several ways to obtain collection updates. Residents may get program updates by calling the automated “leaf line” at 919-996-3720 or tuning in to cable channel 22.
The City of Raleigh website offers the most detailed information including the collection schedule and what section residents are in. Information is available on the City of Raleigh website at www.raleighnc.gov, “leaf collection” can be entered into the search window to access a link to the Leaf Collection page. Raleigh residents may find which leaf collection section they are in by clicking on the “city services” tab at the top of the page and entering their address under “find my service”.
Collections will be made citywide once during the month of October, once before the Christmas holiday, once each in the months of January and February.
The City’s leaf collection vacuum equipment moves very quickly and requires residents to have their leaves prepared properly and placed curbside prior to the crews working in their area. Leaves put out after the equipment has passed by will not be picked up until the next scheduled collection. Leaf piles must be placed curbside by the dates shown for collection. Leaf piles should be placed at the curb away from water meters.
Crews will begin work in the designated section on the next business day after the date listed. The schedule is subject to change based on the weather and the volume of leaves citizens put out for pickup. The schedule is as follows;
* Section 1- September 30, November 11, December 30 and January 31. Boundaries are Glenwood Avenue to the north; Wade Avenue to the south; Interstate 440 to the east; and the outer city limits to the west;
* Section 2- September 30, November 18, December 30 and January 31. Boundaries are Creedmoor Road to the east; Glenwood Avenue to the south & west; the outer city limits to the north;
* Section 3- September 30, November 25, December 30 and January 31. Boundaries are Six Forks Road to the east; Interstate 440 to the south; Creedmoor Road to the west; the outer city limits to the north;
* Section 4- October 14, December 2, January 15 and February 14. Boundaries are Interstate 540 to the north; Falls of the Neuse Road to the east; St. Albans Drive to the south; and Six Forks Road to the west;
* Section 5- October 14, December 9, January 15 and February 14. Boundaries are Falls of Neuse Road to the north & west; Capital Boulevard to the east; and New Hope Church Road & St. Albans Drive to the south;
* Section 6- October 14, December 16, January 15 and February 14. Boundaries are the outer city limits to the north & east; Buffalo Road to the south and Capital Boulevard to the west;
* Section 7- October 14, December 2, January 15 and February 14. Boundaries are Interstate 440, St. Albans Drive, New Hope Church Road to the north; Capital Boulevard to the east; Wade Avenue to the south and Glenwood avenue to the west;
* Section 8- October 14, December 9, January 15 and February 14. Boundaries are Buffaloe Road to the north; the outer city limits to the east; Poole Road and Edenton Street to the south; Person Street, Wake Forest Road & Capital Boulevard to the west;
* Section 9- October 14, December 16, January 15 and February 14. Boundaries are Poole Road & Edenton Street to the north; the outer city limits to the east & south; Person Street and Hammond Road to the west;
* Section 10- September 30, November 11, December 30 and January 31. Boundaries are Western Boulevard to the north; Tryon Road and the outer city limits to the south; Person Street and Hammond Road to the east; Interstate 40 and Jones Franklin Road to the west;
* Section 11-September 30, November 18, December 30 and January 31. Boundaries are Wade Avenue to the north; Western Boulevard to the south; Person Street and Wake Forest Road to the east; Interstate 40 to the west; and,
* Section 12- September 30, November 25, December 30 and January 31. Boundaries are Glenwood Avenue to the north & east; Wade Avenue to the south; Interstate 440 to the west.
Residents receiving loose leaf curbside service can have their leaves picked up year-round on their scheduled yard waste collection day. Leaves must be placed in clear plastic bags, paper bags, or permanent containers. Permanent containers with lifting handles, such as a plastic or metal garbage can, can be no larger than 35 gallons and weigh no more than 75 pounds.

Collection From New Recycling Carts Begins After Labor Day
Blue recycling roll carts that are being delivered to Raleigh households this summer will not be serviced until after Labor Day. The City is reminding residents not to set the new roll carts on the curb for collection before Sept 3 and to continue using the smaller green recycling bins in the interim.
In late July, more than 30,000 Raleigh households began receiving the 95-gallon blue recycling roll carts as part of Phase 3 of the City of Raleigh’s transition to biweekly (once every two weeks) recycling. Delivery of the carts is scheduled to continue through Aug. 28. Also in July, calendars with the new biweekly recycling schedule were mailed to residents in the Phase 3 transition. If you lost the recycling calendar or need an additional one, you can download and reprint a calendar from the City’s website, www.raleighnc.gov (Type “Raleigh recycling curbside collection calendars” in the search engine). Recycling calendars also can be obtained by calling the City’s Solid Waste Services Department at 919-996-6890.
The blue recycling roll carts are being delivered by the manufacturer, Rehrig Pacific, and most deliveries are taking place on weekdays. However to maintain the delivery schedule, some carts may arrive at households on Saturday or Sunday. Residents should report any problems with their cart by calling the City’s Solid Waste Services Department at 919-996-6890. Switching to a smaller recycling roll cart will not be allowed until after Jan. 1.
Residents receiving the new blue recycling roll carts are encouraged to keep the 18-gallon green recycling bins for use inside their home or donate them to any organization that can put them to use. Residents may take unwanted or broken green recycling bins to any City of Raleigh fire station during the month of September only. Visit www.raleighnc.gov to find the fire station closest to your residence. Old recycling bins also can be dropped off anytime at the City’s Wilders Grove Solid Waste Services Operations Center , located at 630 Beacon Lake Drive , or the City’s Yard Waste Center , 900 N. New Hope Road .
For more information about the transition to biweekly recycling, including delivery of the blue recycling roll carts, contact the City of Raleigh Solid Waste Services Department at 919-996-6890 or go to www.raleighnc.gov (Type “recycle carts” in the search engine).

What's the status on Raleigh's proposed revisions for AC?
My understanding is that Wake County requires secure enclosures for nuisance animals, but I haven't read that the city is willing to enforce such safety measures?

Thanks for the speedy update!
The dog which bit our neighbor is required to be leashed, however the rental property still is without a fence.
Tethering animal nuisance to PROP violations would be helpful too.

City of Raleigh - Solid Waste Services
News and Events
August 2012
Recycling Cart Delivery Continues
Blue carts have been delivered to almost half of the customers in Phase 3 of the transition to biweekly recycling. Remaining customers should receive their new recycling carts before Labor Day. Please remember that new carts will not be serviced until the first green-shaded day on your recycling calendar. If you received a blue cart this summer but did not get a calendar, visit the City's website to find your service day. If you prefer, call Solid Waste Services at 919-996-6890 to have a calendar mailed to you. Keep your green bin to use inside your house or drop it off at your closest City fire station during the month of September.
Clean Up Litter August 18
Wake County and Radio One are partnering to keep our environment clean and safe. Join volunteers from 86it.com, The Light 103.9, and Foxy 104/107 for a community litter cleanup on Saturday, August 18 from 10 am until 12 pm. Volunteers will meet in the parking lot of the Food Lion at 6213 Rock Quarry Road. Participants must be at least 18 years old or accompanied by an adult. All volunteers will receive refreshments and a T-shirt. Sign up at http://links.govdelivery.com/track?type=click&enid=ZWFzPTEmbWFpbGluZ2lkPTIw…
Tour a Landfill September 10
Have you ever wondered where your trash goes? Find out by touring the South Wake Landfill. Wake County Environmental Services will offer free, guided tours on Monday, September 10. Travel to the top of this fascinating community resource to see how trash is buried. You'll learn how trash is turned into energy. You will also see the County's drop-off areas for recycling electronics and oyster shells.
This is a family friendly event open to ages 5 and up. Sign up for one of three tour times at http://links.govdelivery.com/track?type=click&enid=ZWFzPTEmbWFpbGluZ2lkPTIw…
Recycling Comes to Glenwood South
The next time you venture to Glenwood South in search of a cupcake or cocktail, take a look at Raleigh's latest recycling innovation. Nearly twenty BigBelly Solar Compactors are being installed in this downtown district. The solar-powered trash cans compact waste to save space, alerting Solid Waste Services employees when they need to be emptied. Next to the trash cans, you'll find receptacles for recycling plastic bottles, metal cans, glass bottles and paper. Food, plastic bags and polystyrene (a.k.a. Styrofoam) belong in the trash can, not in the recycling container. What do you think of the BigBelly cans? Email your comments and suggestions for other public spaces that need recycling containers to sws(a)raleighnc.gov.
